What started in 1962 as a modest operation has grown into one of Virginia’s largest traffic control companies, supporting projects and events across the Commonwealth while continuing to expand from its headquarters in Hanover County. Today, under the leadership of President Frank Payne and Vice President & Operations Tom Garnett, P.D. Brooks continues to grow while staying focused on the values that built the company: safety, service, responsiveness, and people.
We moved out here over 50 some years ago to Hanover County, and we’ve enjoyed every second of it.

As the company expanded, Hanover County became more than home. Its location near major transportation corridors provides fast access to customers and job sites across Virginia, allowing crews, equipment, and resources to move quickly when timing matters most.
Growth has also meant expanding facilities, equipment, and workforce. During its latest facility expansion, company leadership worked with Hanover County Economic Development and local government partners to navigate planning, permitting, and long-term operational needs. The result created room for additional staff, expanded operations, increased capacity, and future growth while allowing the business to continue moving forward.
It’s that teamwork with the development team that allowed us to not have to slow down our progress, but to make it where we can continue to grow.
